About Us

GEM Consulting is a practitioner-led disaster and emergency management firm that helps organizations build practical, scalable, and resilient emergency management programs. We work with all levels of government, Indigenous communities, businesses, educational institutions, non-profits, critical infrastructure operators, and residential & condominium communities.

Our services include emergency planning, training and exercises, and strategic advisory support, all designed to strengthen organizational capacity and readiness. GEM Consulting delivers both customized training and recognized programs through Emergency Management Ontario’s Preparedness Centre of Excellence (PCoE), ensuring teams are prepared to respond effectively in real-world incidents.

Founded and led by Perron Goodyear, an executive disaster and emergency management professional with more than 20 years of experience, GEM Consulting combines field experience, national-level contributions, and a community-centered approach. We emphasize actionable planning, interagency coordination, and clear communication, ensuring clients receive solutions that are both practical and sustainable.
